Billy Wynne

Director of Research

Billy Wynne has spent more than two decades at the intersection of public policy, organizational strategy, and mission-driven leadership. Most recently, he served as the Founder and Chair of Impact Health Policy Partners, a Washington, D.C., consulting firm he built and led before transitioning day-to-day leadership to a CEO in 2023.

Billy also served as Managing Partner of TRP Health Policy and co-owner and Principal of Health Policy Source. Prior to his consulting career, Billy served as Health Policy Counsel to the U.S. Senate Finance Committee, where he was a primary drafter of key provisions of the Affordable Care Act.

Over his career, Billy has advised state and local governments, grantmaking foundations, Fortune 500 companies, and numerous nonprofit organizations. He has sat on several boards, including Operation Smile, Cherish Children Adoption International,365Health, the Zen Center of Denver, and the Connection is the Medicine Foundation. In 2023, he was appointed by Governor Jared Polis to serve on Colorado’s Natural Medicine Advisory Board.

Billy has published nearly 100 articles in Health Affairs and other platforms and has been featured in several media outlets including the New York Times, Washington Post, Politico, Bloomberg, and the Denver Post. He has spoken at dozens of national and regional conferences including Bank of America, the American Medical Association, and the Colorado Health Foundation and frequently commented on public policy issues on cable news.

Billy is the author of The Empty Path (New World Library, 2025), a certified mindfulness meditation teacher, and trained presence-based executive coach. He holds a J.D. from the University of Virginia and an A.B. from Dartmouth College.
